No matter how much Democrats scream and yell, Secretary of State Marco Rubio is taking charge of our foreign aid program. USAID is due to be dissolved and any legitimate humanitarian relief work absorbed into the State Department. The official announcement came on February 3, in a letter to Congress. Under Joe Biden’s control, the agency apparently broke down in a total mess, riddled with fraud and abuse.

Rubio confirms takeover

On Monday, February 3, Secretary of State Marco Rubio informed the public “that he is acting administrator of the U.S. Agency for International Development, confirming the de-facto takeover of the humanitarian agency by the State Department.

He won’t be personally involved, since he’s busy slapping world leaders into diplomatic submission.

Secretary Rubio notified lawmakers that after assuming control of the aid program he “had delegated authority to Pete Marocco, a Trump appointee who served at USAID in the president’s first term.

Democrats are furious because Marocco’s “been accused by aid groups and officials of intentionally dismantling the organization.” That’s no problem, Republicans counter. They’re in the process of dismantling the organization.

Marocco holds the title as head of foreign assistance at the State Department. He’s also the one who “drafted the directive to freeze almost all foreign aid.” One official points out that Marocco “knows how the system works and is dismantling it at every turn.” That’s exactly what Rubio wants him to do.

His letter to the committees on foreign affairs and appropriations confirmed he had authorized Marocco “to begin the process of engaging in a review and potential reorganization of USAID’s activities to maximize efficiency and align operations with the national interest.

Other pertinent entities

The Department of State and other pertinent entities will be consulting with Congress and the appropriate committees to reorganize and absorb certain bureaus, offices, and missions of USAID,” Secretary Rubio wrote.

DOGE would be one of those “pertinent entities.” Elon Musk sent a team of “data miners” in to evaluate the extent of the damage. That produced a whole news story of its own.

Musk’s team was denied entry and within moments the officials thwarting the auditors were unemployed. Now they’re about to be prosecuted for obstruction of justice. Congress may have created the organization but the fraud and abuse they conducted gave Trump all the authority he needs to shut them down.

As Secretary Rubio relates, “USAID may move, reorganize, and integrate certain missions, bureaus, and offices into the Department of State, and the remainder of the Agency may be abolished consistent with applicable law.

During a press conference in El Salvador, Rubio explained that the “functions of USAID” must align with U.S. foreign policy. Before Trump seized control “radical left lunatics” were doing strange things that taxpayers are soon to be notified about.
