Shop NowKevin McCarthy may be the Speaker the House, but Democrats seem to believe they found a way to get around his rule of the House.
They are dusting off the rule book and pulling out a rule that I honestly can never remember being used.
That rule is called Speaker Discharge.
The Go Around
This rule would still require 218 signatures for legislation to pass through the House.
In order for that to happen, Democrats will need six Republicans to cross over the aisle and sign the legislation.
If they can get that, they do not need McCarthy to floor the bill for it to pass.
Rep. Eric Swalwell (D-CA) explained, “The greatest asset that Russia has now would be a Republican Party that is unwilling to help Ukraine.
“So there is a lot on the line. And Democrats are united to deliver the votes.
“I think you’re going to see speaker discharge.
“The country is going to learn that word because a discharge petition, the worst named political term you could think of, means that if you get a majority of the Congress to come forward to support legislation, you can go around the speaker, I think we’ll have to go around the speaker to do all of that.”
With the debt ceiling on the block, this will be McCarthy’s first true test to see if he can keep a united House.
